Most passport photos look like one of those mugshot that gets shown to victims of heinous crimes to identify the "perp" - high contrast, flash-in-the-face, bleary-eyed masterpieces. I know mine certainly falls in that category.
For Canadian passports especially, other than the normal requirements regarding the background, facial expression, and the size...etc, they also require the name of the photographer or studio, the address, and the date the photo was taken printed on the back of the picture. That means you have no control over how the picture turns out, and this is why our passport photo look awful.
